The Administrative Rules Unit provides coordination and oversight to all DHHS rule-making activities. From drafting through adoption, the unit assists the various program areas with the rule-making process to promote uniformity, eliminate conflicts between rules, and ensure that essential regulations have not expired. The Administrative Rules Unit also serves as the centralized repository for DHHS's current and historical rule promulgations and serves as the liaison in all matters relating to departmental rules.
NH Administrative Rules for Public Comment DHHS welcomes and encourages public involvement in the rulemaking process. The Administrative Rules Unit provides a public hearing and written comment period when it amends a rule or proposes a new rule. Through public input DHHS gains a better understanding of how its rules affect the citizens and businesses of NH.
At the start of the public comment period, DHHS posts on this website a copy of the Rulemaking Notice Form and the Initial Proposal for each proposed rule. Following the public comment period, DHHS posts a copy of the Final Proposal of each rule, which may or may not reflect changes made to the text as a result of public comments received.
Recently Adopted Administrative Rules When a proposed rule is approved by the Joint Legislative Committee on Administrative Rules (JLCAR) and adopted by the Department, DHHS will post a copy of the Adopted Rule. Note that the Adopted Rules posted here are for information purposes only and may be subject to editorial changes before being considered the "official" version. All official versions of DHHS rules are located at the New Hampshire Office of Legislative Services website.
