Community Mental Health Services Block Grant
The Center for Mental Health Services (CMHS), under the Substance Abuse and Mental Health Services Administration (SAMHSA), supports public mental health services and encourages the development of creative and cost-effective systems of community-based care for people with serious mental disorders.
Through the Community Mental Health Services Block Grant to the States, the CMHS works in collaboration with each State or Territory to develop and implement its own State Mental Health Plan for improving community-based services and reducing reliance on hospitalization.
The State is required to seek comments from the public on the State Mental Health Plan and Implementation Report. The Bureau of Behavioral Health encourages and welcomes such comments at anytime.
Each State or Territory is also required to have a mental health planning council, which includes consumers of mental health services and family members, as well as service providers and State officials, to review the Plan and the implementation of the Plan. New Hampshire's council is the State Mental Health Planning and Advisory Council.

Federal Peer Review of the NH Plan
The published report of the Federal Peer Review of the NH FY07 Mental Health Block Grant Application and State Plan (16 pages). The application is presented and defended before a panel of reviewers. Two State Planners for adult and children's services, and the two co-chairs from the State Mental Health Planning and Advisory Council represent New Hampshire at the review.
