The primary funding source for BPS programs is the federal government.  The Centers for Disease Control & Prevention,  the Preventive Health & Health Services Block Grant and the US Department of Agriculture provide most funds to operate BPS programs.  Other funding support comes from NH general funds and the grant and contracts awarded (based on a competitive bid process) from foundations or other philanthropic or health advocacy organizations.
