In 1999, House Bill 726, Credentialing of Personnel in Early Care and Education Programs, was passed and signed by the Governor. This bill enables DHHS to issue a voluntary credential to those child care professionals who meet or exceed the criteria set forth in the child care licensing regulations. NH's Early Childhood Professional Development System is an initial step toward assuring quality and increasing the competence of those who care for children.
The first component of the NH system is a set of "Career Lattices" - one created for center-based providers, and the other for those who care for children in their homes. The Career Lattices are the structure for credentialing. The Center-Based Career Lattice is comprised of five professional roles with four credential levels each, and the Family Care Career Lattice has four roles and two credential levels each.
