The policies outlined in the Family Services Children's Eligibility Manual (FSCEM) detail eligibility criteria for Title IV-E Foster Care and Adoption Subsidy programs. These policies are used to determine the source of funds used for services provided to children and families involved with the Foster Care, Adoption Subsidy or Emergency Assistance for Family Preservation programs.
These programs are an integral part of service delivery to protect children from harm and to support families at risk in order to prevent abuse or neglect. The policies in FSCEM do not disqualify any child from eligibility to receive services available from these three programs. |
