| NH Code of Administrative Rules is promulgated by state agencies under the Administrative Procedure Act (RSA 541-A). State Administrative Rules are used to specify the implementation of a statute and have the full force and effect of law.

DHHS Policies
|
| Policies are used as administrative guidelines to assist DHHS staff in implementing programs and services. They are intended to help clients and the public better understand DHHS programs and procedures. Unlike statutes and administrative rules, policies are not laws and do not have the force and effect of laws.

The Family Services Children's Eligibility Manual (FSCEM) outlines the eligibility criteria for the IV-E Foster Care and Adoption Subsidy programs. These policies determine what funds are used for services under the Foster Care and Adoption Subsidy programs. They do not in any way preclude a child from receiving services.
