The purpose of a Certificates of Need Request for Applications (RFA) is to formally and publicly invite potential applicants to submit an application to fill a need for a service governed by the HSPR Board. The HSPR Board is required by NH state law to issue application requests when a need is indicated under the auspices of language developed by the Attorney General and adopted by the HSPR Board in July 2002. The HSPR Board uses its Administrative Rules to assist in determining whether an RFA should be issued.
