All residential services placement result from court orders for delinquents, Children in Need of Services (CHINS), or abuse or neglect circumstances.

With the exception of JOLT, all non-residential services are available without a court order.  When non-residential services are accessed without court involvement, families are expected to pay for services out-of-pocket.  Sometimes services can be paid for on a sliding scale.  Sliding scale payments are the decision of the county.
