In the 2006, as part of HB2, the legislature formed the YDC Master Planning Task Force Committee. Under the direction of Commissioner John A. Stephen, a study committee was organized of various stakeholders to develop a master plan for the Manchester campus.  The duties of the committee included:

1. Seek public input about possible future uses of the YDC campus and its buildings.
2. Develop a master plan for the use of the YDC campus and its buildings.

The committee engaged both Loughran Associates and Lavallee Brensinger Architects to assist in the research of the current land and existing buildings and to make future recommendations for the use of this property. The YDC Master Plan (73 pages) is the final report of the Master Plan Task Force Committee, submitted on April 1, 2006.
