Welcome to Licensing & Regulative Services

The Licensing and Regulative Services unit is administered centrally within the Office of Program Support.  Field staff are generally out-stationed and responsible for provider licensing within assigned geographic areas.

There are two Bureaus that conduct licensing activities through on-site inspection and monitoring visits that focus on consumer safety: Child Care Licensing and Health Facilities Administration. The Bureaus also provide technical assistance to new and existing providers and are responsible for the investigation of consumer complaints.

  • Bureau of Child Care Licensing (BCCL): ensures children attending NH child care programs receive the appropriate level of care and supervision in safe and healthy environments.  BCCL licenses six categories of child care programs: child day care centers, child care residential facilities, after school day care, child care nursery, group home child care, and night care programs.
  • Bureau of Health Facilities Administration (BHFA): responsible for Medicaid and Medicare certification and licensing of hospitals, nursing homes, other health related services, and tattoo establishments.

Licensing Boards

There are several Licensing Boards administratively attached to DHHS with support provided by Licensing and Regulative Services.  The degree of involvement with each board is defined by a formal agreement and support varies from minimal to substantial.

Boards that receive direct support for licensing & certification include:
