The Division of Family Assistance coordinates eligibility determinations for medical assistance for Medicaid and NH Healthy Kids for the following individuals or groups:
Children Under the Age of 19 medical and dental coverage through:
- Healthy Kids Gold (HKG)
- Healthy Kids Silver (HKS)
- Children with Severe Disabilities (HKG-CSD)
- Home Care for Children with Severe Disabilities (HKG-HCCSD) (commonly known as the "Katie Beckett" option)
Pregnant Women through the Medical Coverage for Pregnant Women (MCPW) program; for pregnant women of any age whose income is no higher than 185% of the Federal Poverty Guidelines. Includes mother and child after birth. Applications for MCPW may be filed by mail using the Healthy Kids application.
Low-Income Families with Children for families that are eligible for Financial Assistance to Needy Families but due to being over income or resources, or the family not wishing to apply for a cash payment, are requesting medical assistance only.
Blind Individuals of any age through the Aid to the Needy Blind program (ANB).
Refugees through Refugee Medical Assistance (RMA).
Non-Citizens through Emergency Medical Treatment.
Seniors and Disabled Adults through:
- Old Age Assistance (OAA)
- Aid to the Permanently and Totally Disabled (APTD)
- Medicaid for Employed Adults with Disabilities (MEAD)
- Home and Community-Based Care
In and Out Medical Assistance for you or your family when the household income is higher than the income limits for the medical assistance programs listed above, but all other requirements are met. The difference between your income and the eligibility income limit for the program will be the amount you must incur (spenddown) for medical expenses before DHHS can provide assistance. Contact a DHHS District Office for specific details about In and Out medical assistance.
What Happens Now? If you meet the requirements above and think your income and resources are close to the figures provided and you would like to apply for Medical Assistance, you should:
- Visit a DHHS District Office and speak with a DHHS worker who will assist you through the application interview process; and
- Provide proof of the information that you tell us in the interview.
Parents, children, or pregnant women already receiving services at certain community agencies, such as hospitals, well child or prenatal clinics, or Women Infant & Children (WIC) clinics may apply at those sites for Healthy Kids or Medical Coverage for Pregnant Women. Applications for Healthy Kids and Medical Coverage for Pregnant Women may also be filed by mail.
The specific medical assistance and services covered depend upon the medical program an individual is eligible for. Some Medicaid Programs have additional medical eligibility requirements, such as Nursing Facility Care, Choices for Independence (also known as Home and Community-Based Care for Elderly and Chronically Ill), Home and Community-Based Care for In-Home Supports, Home and Community-Based Care for the Developmentally Disabled, and Home and Community Based Care for Acquired Brain Disorders.
Right to an Administrative Appeal Hearing If you disagree with any decision the Division of Family Assistance makes on your case, you may request an Administrative Appeals hearing.
