What is the HIPP Program?
The Health Insurance Premium Payment Program, also known as the HIPP Program, is a program where
- cost-effective private health insurance policies,
- health insurance conversion policies,
- COBRA payments
- COBRA extensions
- health insurance co-pays and/or
- health insurance deductibles
are paid by the State of New Hampshire.
Who is eligible?
Individuals who are eligible for any of the various Medicaid programs and who have access to other health insurance plans may be eligible for the HIPP Program.
To be cost-beneficial for the state to pay your premiums/co-pays/deductibles means that the expected Medicaid payments for your household are compared to the services that would be covered under your private insurance policy and the cost of your premiums co-pays/deductibles and it would be better for the state to pay the premiums and co-pays/deductibles. Using the following as an example, if your child's prescriptions are $200 a month and you know that your child has 3 hospitalizations a year for severe asthma attacks and each hospitalization is $5000, the costs for these services would be $17,400. If the cost of your health insurance premium is $1000.00 per month, then $12,000 is less than what New Hampshire Medicaid would be spending in Medicaid funds for those services for your child ($17,400); paying the insurance premiums would then be cost effective for the State.
Your eligibility for HIPP will terminate if you are no longer eligible for Medicaid.
