The Office of Business Operations consists of the Bureau of Finance and Bureau of Facilities and Assets Management. OBO, directed by the Controller, also manages budget preparation, requests to the Governor and Executive Council and the Fiscal Committee of the General Court, small claims against DHHS, responses to disputes arising from the application of Administrative Rules of the NH Division of Personnel, and grievances arising from the application of the Collective Bargaining Agreement.
DHHS takes advantage of various revenue opportunities to implement initiatives to contain general fund costs. OBO's revenue management efforts ensure the utilization of various entitlement funds to their fullest potential while maintaining defined block grant funds to efficiently manage programs within the budget.
Bureau of Finance
The Bureau of Finance is responsible for traditional back-office accounting and financial management services, and internal business functions. The Data Management Unit and support of DHHS financial computer-based information are two other significant functions of the Bureau of Finance.
Bureau of Facilities and Assets Management
The Bureau of Facilities and Assets Management oversees all facility and security operations for all DHHS offices, including district offices. The scope of responsibilities includes landlord-tenant relationships, physical plant improvements, security, and office layout and design.
