Services are available to those individuals who are homeless or at risk of becoming homeless. To be considered homeless or at risk of becoming homeless an individual must:
- lack a fixed, regular and adequate nighttime residence; and
- have a primary nighttime residence that is:
- publicly supervised (including welfare hotels, congregate shelters, and transitional housing for the mentally ill);
- an institution that provides a public or temporary residence for individuals intended to be institutionalized; or
- a public or private place not designed for, or ordinarily used as, a regular sleeping accommodations for human beings.
