NH Statutes
State statutes are created by the New Hampshire Legislature and are published in the New Hampshire Revised Statutes Annotated and serve as legal authority for DHHS.

The following NH State Statutes for the Department of Health & Human Services can be found at the General Court website.

  • Title XII, Public Safety and Welfare, RSA 167, Public Assistance to Blind, Aged, or Disabled Persons, and Dependent Children

NH Code of Administrative Rules
NH Code of Administrative Rules is promulgated by state agencies under the Administrative Procedure Act (RSA 541-A). State Administrative Rules are used to specify the implementation of a statute and have the full force and effect of law.

DHHS Policies
Policies are used as administrative guidelines to assist DHHS staff in implementing programs and services. They are intended to help clients and the public better understand DHHS programs and procedures. Unlike statutes and administrative rules, policies are not laws and do not have the force and effect of laws.

Policy for the Qualified Medicare Beneficiaries (QMB), Special Low-Income Medicare Beneficiaries (SLMB), and Qualified Disabled Working Individuals (QDWI) programs

Federal statutes are created by the United States Congress and are published in the United States Code and serve as legal authority for DHHS. Federal regulations are administrative rules promulgated by federal agencies and are used to specify the implementation of a statute. Federal regulations have the full force and effect of law.
