CAP — The gross income eligibility limit for categorically needy medical assistance for the following types of cases: nursing home, HCBC-ECI, and HCBC-DD.

Cash account — the EBT account established by the Department into which funds are deposited for the purpose of providing assistance payments to individuals eligible for any of the Departments financial assistance programs.

Cash surrender value — The amount of money which the owner of a life insurance policy would receive if the policy were cashed in.

Child care services — Services which meet a childs need for supervision, food, activity, and rest in order to assist parents in preparing for, securing, or keeping employment or employment-related training.

Citizen — A person who, by birth, marriage, or naturalization, owes allegiance to a country, shares the political rights of that country, and is entitled to reciprocal protection from that countrys government. For purposes of this manual, citizen means U.S. citizen.

Client payment — A reimbursement by the Division for the cost of child care services that have already been received.

COLA — The annual cost-of-living adjustment determined by the Social Security Administration.

Community spouse — The non-institutionalized spouse of an institutionalized individual.

Contract agency — A licensed, nonprofit facility that has entered into a written agreement with the Division to provide child care services.

Countable income — Any type of income that is not excluded and which is used to determine eligibility or the amount of assistance.

Countable resources — Real or personal property which is considered in determining eligibility.
