119 ADDING A PROGRAM (FAM)

SR 04-04 Dated 05/04

Previous Policy

____________________________________________________________

The process to apply for assistance whether on BFA Form 800, Application for Assistance, through the NH EASY portal or via a phone signature is the same process used by the financial assistance, medical assistance, child care and SNAP programs.

If an applicant adds another program during their initial interview or if a current recipient adds a new program during a scheduled redetermination/recertification interview:

       A new application and a separate interview is not needed;

       The applicant is given the EIS to review and is allowed 10 days to make changes; and

       The application date for the add-a-program is the date the interview is conducted.

For example: Brand new SNAP applicant with app date of May 13th  (not open any other programs) is scheduled for an interview on May 17th, during the SNAP interview they choose to add FANF assistance- The FANF app date is May 17th and no separate interview or new application is needed.

For example: SNAP recipient with a recertification interview scheduled on September 20th adds FANF assistance during the recertification- The FANF app date is September 20th and no separate interview or new application is needed.

When the same eligibility factors are involved in each program, verification provided to meet the requirements for one program is also used to meet the verification requirements for all other programs requested.

For example: If each program of assistance the applicant has requested requires verification of citizenship and the applicant provides a Birth Certificate, the Birth Certificate satisfies citizenship verification requirements for all programs requested.

However, each program has different eligibility criteria that require different verifications that may not be needed for other programs they may be applying for.

For example: The SNAP Program allows shelter deductions, the FANF program does not have these deductions. Therefore, shelter and utility costs may be requested for SNAP eligibility but is not needed for FANF eligibility.

The eligibility decision is not delayed for one program when all the required verification(s) for that specific program are provided but not for the other(s).

Application processing timeframes must be met for each program of assistance for which the individual applied. If applicants are denied for one program while a decision is pending for other programs, they are not required to file a new application. The original application is used to determine eligibility for the remaining programs.
