FANF financial assistance must not be provided to known fleeing felons, or probation or parole violators.

A fleeing felon is an individual who is fleeing to avoid prosecution, or custody or confinement after conviction, under the laws of the place from which the individual flees, for a crime, or attempt to commit a crime, that would be classified as a felony (or in the State of New Jersey, a high misdemeanor).

A probation or parole violator is an individual who is violating a condition of probation or parole imposed under Federal or State law.

 

To be eligible for FANF financial assistance, the fleeing felon or probation or parole violator must provide proof that their legal obligations have been satisfied with respect to the felony crime or probation or parole violations.

Important: Fleeing felons and probation or parole violators continue to be eligible for TANF-related medical assistance, provided other eligibility requirements are met.
