715.03 NSWF Eligibility Requirements (FAM)

There is no application process for NSWF; NSWF is automatically provided to individuals who meet the requirements below, as long as funding and resources within each fiscal year are available.

To be eligible for NSWF, individuals must be:

• single parents living with at least one dependent child under the age of 18. No child can have another biological or adoptive parent living in the home;

Example:

If the household consists of a mother, the mother’s child (this child’s father is not in the home), the mother’s boyfriend, and the mother’s and boyfriend’s child in common, the entire household is not eligible for NSWF because one of the dependent children in the home has both parents present;

• eligible for and receiving regular Supplemental Nutrition Assistance Program (SNAP) benefits. No member of the household must have applied for, be pending for, or receiving any category of cash assistance. Recipients of Extended SNAP benefits, or Expedited SNAP are not eligible for NSWF; and

• working at least 35 hours per week. Self-employed SNAP recipients meet this requirement if their monthly net income divided by the federal minimum wage, and then divided by 4.33 to obtain a weekly number of hours worked, results in a figure that meets or exceeds 35 hours a week.

NSWF redetermination periods align with the SNAP household’s certification period.

Although NSWF assistance originates from TANF MOE funding, the following TANF requirements do not apply to NSWF recipients:

• Exemption from the NH Child Care Scholarship waitlist;

• Activation of the 60-month lifetime limit clock for receipt of FANF cash assistance;

• Eligibility for NHEP employment services;

• Assignment of rights to child/spousal support;

• Cooperation with Child Support enforcement;

• Automatic eligibility for FANF Emergency Assistance;

• Receipt of retroactive payments; and

• Receipt of a monthly allotment that must be at least $10.
