133.05 Households With Unstable Circumstances (FSM) |

Assign shorter certification periods to households with clear potential for changes in circumstances that affect eligibility or benefit levels, based on the following criteria:
• Assign a certification period of 1 month for any of the following situations:
- a change affecting eligibility or benefit level is imminent in the month of certification; or
- the household includes one or more individuals subject to a lockout or on strike from their place of employment.
• Assign a certification period of up to 4 months for any of the following situations:

- household expenses exceed household income;
- the household contains an individual with potential for earning income during the certification period; or
- the household’s circumstances for the past year indicate a clear potential for changes in circumstances during the certification period.
Following an initial certification period of up to 4 months, consider assigning certification periods of up to 6 months to households with unstable circumstances. Continue to assign a shorter certification period if household circumstances warrant.
