Certify blind or disabled residents of a group living arrangement (GLA) by the same income and resource standards as other households. To qualify as a disabled resident of a group living arrangement, the individual must meet the target population definition of disabled.

 

Blind or disabled residents of a group living arrangement may apply:

• on their own behalf;

• through an authorized representative (AR) of their own choosing; or

• through an AR employed and designated by the GLA.

 

The GLA determines which residents have the physical and mental ability to handle their own affairs and to apply on their own behalf, and which residents the GLA will represent.

 

If  residents apply through the use of the GLA’s designated AR, determine eligibility for each individual as a household size of one. If residents apply on their own behalf or through an AR of their own choosing, the assistance group must be determined in the same manner as any other SNAP household.
