303.09 Out-of-State Recipient Moves into New Hampshire (FSM)

When an individual received benefits in another state, coordinate with the out-of-state agency to establish eligibility dates for New Hampshire benefits.

Verify that the individual did not participate in another household in the month of application.

If the individual has a closing notification from another state, it is not necessary to contact the out-of-state agency.

 

Out-of-State ABAWD Months

If the individual is an Able-Bodied Adult Without Dependents (ABAWD), verify countable months received in another state that fall within the individual’s New Hampshire ABAWD clock.

Example: An ABAWD begins receiving SNAP in NH October 2021 and their 36-month period is October 2021 – September 30, 2024. In August 2023, the ABAWD closes SNAP in NH and moves to Vermont. While in Vermont, they receive SNAP while not meeting work requirements or an exemption. In January 2024, the ABAWD moves back to NH and reapplies for SNAP. The countable months they received SNAP in Vermont must be counted in NH because they were within the same 36-month period.

 

Months received in another state do not count toward the 3-month limit if the individual did not have a current ABAWD clock in NH.

Example: An ABAWD applies for SNAP benefits in NH in September 2023 and has never been open for SNAP in NH before. The ABAWD reports they recently moved from Maine, where they used 2 countable months in July and August. Because this individual did not have an ABAWD clock in NH during July and August, those months will not be countable in NH.
