FOSTER CARE (FSM)

Payments made to an individual by a public or private agency for taking care of a foster child.

Treatment: Excluded Income to foster parent. Foster care income is like boarder income, and is excluded as a cost of doing business. This rule applies only to governmental foster care programs.

Treatment: Countable income if the foster child is included as a member of the household.
