REIMBURSEMENTS (FSM)

Refund payments include flat allowances which are earmarked for expenses and which go beyond basic wages (travel, uniforms), educational income (tuition, books, travel), medical care, child care and energy assistance utility reimbursements made by the Department of Housing and Urban Development (HUD) and the Farmers Home Administration (FHA).

Treatment: Excluded Income

Exception: Reimbursements for normal living expenses such as rent and personal clothing, and reimbursements other than HUD or FHA utility reimbursements in excess of actual expenses, are counted as unearned income when the payor or household indicates the amount to be excessive.
