VENDORED SHELTER PAYMENTS TO HOMELESS HOUSEHOLDS (FSM)

Shelter assistance payments made on behalf of homeless households are excluded under all the following conditions:

• the shelter assistance is a vendor payment to a third party, and

• the household lives in transitional housing for the homeless, such as a welfare hotel. Transitional housing is a project whose purpose is to facilitate movement of homeless people to independent living within a reasonable period of time.

Exception: Vendor Payments made on behalf of a homeless individual or household for purposes of providing shelter only in designated "Transitional Housing Projects," are treated as unearned income.
