619.01 Determine the Corrective Payment or Supplemental Benefit (FSM)

Use the following steps to determine the amount due the assistance group. Treat the information that caused the error as if it had been reported within the actual or maximum time frames, whichever is less, for individual reporting and Division action:

• The underissuance begins with the:

- first eligible month if the error is a result of information submitted for the initial eligibility determination, or

- first eligible month that could have been affected using the actual or maximum time frames if the error resulted from a change.

• The underissuance ends:

- when a correct allotment has been issued, if the changed information is still current, or

- when the information is no longer current, at the first eligible month after applying the actual or maximum time frames for reporting, Division action, and advance notice period.

• The difference between what the individual actually received and what the individual should have received is the supplemental benefit amount.

• Reduce the supplemental benefit amount by any outstanding overissuances.

• Issue the supplemental benefit:

- for underissuances totaling over $5.00,

- regardless of the length of time the underissuance has been in existence,

- to an open food stamp case as a retroactive benefit amount or to a closed food stamp case by completing a Form 444, Request for a Manual Issuance of ATI.

Exception: Do not issue supplemental benefits to deceased recipients or for amounts less than $5.00.
