125.13 Postponed Verification SR 95-15, 07/95 (FSM-A)

Applicants entitled to expedited service must verify identity before receiving their initial benefits unless an authorized representative (AR) applies for the individual.

Exception: If the applicant is a blind or disabled resident of a group living arrangement, issue expedited benefits only after determining that the group living arrangement is an eligible facility.

When an AR applies, take the following steps:

1.  require verification of the AR's identity, and

2.  postpone verification of the applicant's identity if necessary to meet time frames for expedited service.

Obtain verification of all other eligibility factors if possible, but do not delay delivery of benefits past the expedited time frames for eligibility factors other than identity. If necessary, postpone other verification.

Applicants who postpone verification and other program requirements must provide the required documentary evidence and comply with program requirements before receiving continued benefits.

Provide Form 808, Proof Needed to Determine Your Assistance, to notify the individual of all of the following:

. what information is needed,

. when the information is needed,

. that no further benefits will be issued until the verification is provided, and

. that if the household's benefit level changes as a result of the verification they provide, the changes will take effect without advance notice.

If the individual provides the needed evidence and complies with program requirements, update the case within the earlier of the following time frames:

. 30 days from the application date, or

. 5 working days after receipt of the required verification, if the major run deadline for the second month's benefits has passed

Exception: Individuals who receive expedited combined allotments without providing verifications must provide them before the end of the 2nd month to receive 3rd month benefits.

Exception: Migrant workers, who apply after the 15th of the month and whose verification must come from out-of-state sources, must provide the required evidence and comply with program requirements before receiving their third month's benefits. Migrant workers are entitled to this extended postponement only once each season. Issue benefits for the month of application and the following month. No further benefits will be issued until the postponed verification is provided.
