Assign a certification period of up to 12 months to very stable households which meet one of the following descriptions:

• All individuals are unemployable, and the household has very stable income.

• All individuals are elderly, and the household has very stable income.

• The only source of income to the household is from self-employment (including self-employed farmers), and household circumstances are not likely to change.

• The only source of income to the household is from regular farm employment with the same employer, and household circumstances are not likely to change.

Exceptions:

• Assign a certification period of up to 6 months to siblings or parents and children who live together but are certified as separate households because they have parental control of a child under age 18.

• Assign a certification period of up to 6 months if a self-employed household contains an individual with unstable circumstances.

Shorten a 12-month certification period to 6 months when information provided by the household causes the issuance of an incorrect monthly food stamp benefit. Notify the household of their new certification period. Return the household to 12-month certification periods when at least 12 consecutive months of correct benefits are issued.
