309.01 SSN Eligibility and Applicant Notification Requirement SR 98-22, 06/98 (FSM-A)

The law requires that group members furnish a social security number or verification of an application for one before receiving benefits.

Exceptions:

• Good Cause: Applicants may receive food stamps when they cannot provide an SSN due to circumstances beyond their control. Good cause must be reestablished each subsequent month with a client contact. The District Office Supervisor determines good cause.

• Expedited Service:

- Applicants before the 15th may receive expedited service for the first month without providing an SSN.

- Applicants after the 15th who receive an expedited combined allotment must provide their SSN before the end of the second month.

Notify applicants of the above requirements and provide them with Form 758, Notification of Social Security Enumeration Requirement. Explain how the SSN will be used and that it is required by Section 4 of Public Law 96-58.
