615 BENEFITS: DETERMINATION, FREQUENCY, AND MAILING SR 97-13, 05/97 (FSM-A)

The food stamp issuance is determined by the amount of the bonus value (allotment) plus any supplemental benefits due the individual, and minus any overissuance being recovered by DHHS.

Food stamps for ongoing open cases not in suspense are issued once a month. They are system-generated for the first of each month and mailed by the tenth of each month.

Manual issuances are mailed the day the request is received at State Office.

Exception: On food stamp stuffing day, the State Office will not process manual requests.

Suspended food stamp cases are not issued benefits until the case is removed from suspension. Cases removed from suspension after the major run must be issued a manual issuance if they are due an allotment for the current month.

If the total ongoing allotment for one- and two-person assistance groups is less than $10, issue $10 as the minimum allotment.

Eligible households with 3 or more members entitled to allotments of $1, $3, or $5, receive allotments of $2, $4, or $6 respectively, except in an initial month when benefits of less than $10 are not issued.

One- and two- person assistance groups entitled to receive a $10 minimum allotment receive a full allotment for the initial month if they apply on the first day of the month.

Because prorated benefits of less than $10 cannot be issued in an initial month, any household entitled to a $10 minimum allotment that applies after the first day of the month will not receive an allotment for the initial month.
