707.05 Alternative Delivery of Food Coupons SR 94-04, 04/94 (FSM-A)

There are 3 alternative ways food stamps can be delivered to recipients.

Authorized Representative: Any individual may designate an authorized representative to whom the coupons will be sent. See Part 111, Authorized Representatives, for information on authorized representatives.

Coupons Directed to the District Office: With the individual's permission, coupons may be delivered to the District Office for recipients to pick up. This arrangement is at the discretion of the Division of Family Assistance Supervisor or designee. See Part 711, Coupons in the District Office, for information on security for storing these coupons.

Certified Mail: The District Office may authorize certified mail when one of the following occurs:

. no other method of delivery is possible,

. coupons have been reported lost in the mail a second time in 6 months (check first for a more secure address), or

. there is a high risk of mail loss, even if no coupons have yet been lost.

The State Office may authorize certified mail when coupon dollar limits are exceeded for first class mail. Dollar limits differ by District Office and are as follows:

. $175 Manchester District Office

. $200 Concord and Nashua District Offices

. $250 Rochester District Offices

. $300 All other District Offices

Certified mail requires that someone in the household sign for the delivery. Review certified mail cases periodically to obtain a secure address. Initiation and duration of certified mail is not subject to the fair hearing process.
