709.23 Exchanging Coupons SR 94-04, 04/94 (FSM-A)

The following coupons may be exchanged for new coupons:

• damaged coupons. However, a replacement cannot be made for any coupon so damaged that less than three-fifths of it can be presented by the household,

• improperly manufactured coupons,

• old series coupons printed prior to February 1975, and

• coupons with a lost book cover. A household cannot spend a detached $5 or $10 coupon when it cannot produce the coupons book cover, but it can exchange the coupons at the District Office.

Take the following actions to exchange coupons:

• Examine each book to ensure that all coupons are in the book. The amount of the exchange is only equal to the dollar value of the coupons presented, not the value of the complete book.

- When questions arise concerning value, forward the original coupons to State Office for further evaluation.

- When new series coupons are issued for old series coupons, issue a one dollar coupon for the odd 50-cent coupon.

• Void exchanged coupons. Complete Form FNS 135, attach the voided coupons, and submit to the Bureau of Accounting. Include Form 444, Request for Manual Issuance of ATI.

There are no time frames for exchanging coupons, except it should be done as soon as possible after determining the value and authenticity of the request.
