About Commissioner Toumpas
Nicholas "Nick" Toumpas is the Commissioner of the New Hampshire Department of Health and Human Services, the largest State agency in New Hampshire with a $2 billion budget and 2,900 employees in more than 50 locations. Nick began serving in this role in August 2007 when he was appointed Acting Commissioner, followed by his appointment as Commissioner in January 2008. In December 2011, Nick was reappointed to another four-year term as Commissioner.
Nick was born in New York City, raised in Concord, New Hampshire, and earned his undergraduate and graduate degrees from the University of New Hampshire. He began his career with the Department in 1973 when it was known as the Department of Welfare. After several years of state service, Nick left for the private sector where, for more than 20 years, he worked in the information technology and telecommunications field. While there he held senior positions in small, medium and large organizations. In 2002, Nick returned to the Department where, prior to being appointed Deputy Commissioner in 2007, he worked in the Division of Public Health Services directing the Department's emerging emergency preparedness and response program. In that capacity, he helped build essential teams and established critical relationships with other State agencies and community organizations.
Nick has been instrumental in leading the Department through unprecedented challenges. Since assuming the role of Commissioner, the demand for the Department's services has increased dramatically while human and financial resources have diminished. Despite the difficulties, Nick views the challenges as opportunities. As such he has worked with his management team and staff to implement initiatives that focus on improving clients' health while at the same time achieving greater efficiencies. He has helped build the foundation that will keep the Department viable and relevant in the future.
Nick resides in Rye with his wife Linda. Their daughter, Leah, is a graduate of the University of New Hampshire. In his leisure time, Nick enjoys participating in outdoor activities, such as biking, and walking around the Seacoast Area.
