Special Investigations (SI)
The mission of the Special Investigations Unit is to recover benefits paid to DHHS clients, due to fraud and abuse. The SI coordinates its efforts with other DHHS assistance programs to address overpayments of benefits.

These programs include:

  • Food Stamps
  • Medicaid
  • Financial Assistance to Needy Families (FANF)
  • Title XX Child Care
  • Aid to the Permanently & Totally Disabled (APTD)

It is against the law to obtain public assistance by withholding information or giving false or inaccurate information.

The fraudulent possession, use or transfer of food stamps is also a punishable felony offense.

Anyone can report suspected fraud and abuse to SIU. SIU receives anonymous reports, as well as from other DHHS programs, and other government agencies.

The two most frequent types of welfare fraud are unreported income and incorrect reporting of number of household members. The unreported income could be earned income (wages) or unearned income such as workers compensation or unemployment compensation. Examples of household reporting errors might be an unreported husband or the collection of benefits for a child that does not currently live in the home. Other examples of welfare fraud include unreported resources such as bank accounts or misrepresenting expenses such as shelter costs.

During 2013 the SIU conducted 1,739 investigations and secured 68 convictions. Criminal convictions along with administrative program sanctions resulted in 59 individuals being disqualified from the FANF program as well as 147 individuals being disqualified from the food stamp program.
