As long as all State Supplement Program (SSP) eligibility requirements are met at the time the first SSP benefit allotment is issued, SSP financial assistance, which includes the Aid to the Permanently and Totally Disabled (APTD), Old Age Assistance (OAA), and Aid to the Needy Blind (ANB) programs, begins the first day of the *semimonthly payment period in which SSP eligibility is determined. See Section 617.01, Assistance Payments: Determination, Frequency, and Issuance, for more information.

Exceptions:

. When an ANB or APTD application is denied solely due to a *Disability Determination Unit (DDU) decision that an individual is not considered blind or disabled, and the DDU decision is subsequently reversed by DDU or an administrative appeal, financial assistance begins on the first day of the month of that denial decision, provided that:

- all general, technical, and categorical eligibility requirements were met during the entire month in which the original DDU denial decision was made, and

- the individual is currently eligible.

. When eligibility is based on a life insurance offset (see Life Insurance Offset in Part 411, Life Insurance Offset), begin financial assistance on the same day as medical assistance.

. When an eligibility determination is made after the 45-day or 90-day application processing periods (see PART 116, APPLICATION PROCESSING TIME FRAMES), financial assistance begins effective with the payment period of the month in which:

- the 45th day fell, for OAA and ANB applicants; or

- the 90th day fell, for APTD applicants.

 Exception: When an eligibility decision is made after the 45 or 90 days application processing period because a decision could not be reached because the applicant or an examining physician delayed or failed to take a required action, or because there was an administrative or other emergency beyond DHHS' control, cash begins the first day of the semimonthly payment period in which SSP eligibility is determined after that 45th or 90th day, as long as SSP eligibility requirements are met at the time the first SSP benefit allotment is issued.
