There will be further opportunities to provide additional stakeholder feedback and public comment on the waiver prior to submission to CMS. BDS, working with the IOD, will also provide public notice of formal public comment sessions in the Fall of 2020.

Waiver Renewal Process
New Hampshire’s Department of Health and Human Services requests your input as the Bureau of Developmental Services (BDS) begins the Developmental Disability (DD) Waiver Adobe Acrobat Reader Symbol renewal process. Every five years the Centers for Medicaid and Medicare Services (CMS) requires that the state renew their Home and Community Based Care 1915 (c) waivers.

The renewal process is lengthy and includes collaborative meetings with a wide range of stakeholders to gather input on the waiver. BDS is working with the Institute on Disability (IOD) to deliver four listening sessions statewide. BDS encourages people to participate in the listening sessions noted below or to provide input by email or mail. Sharing what has worked and what needs attention helps inform waiver changes in the application that will be available for public comment in the Fall of 2020.

Developmental Disability Waiver Information
The Developmental Disability (DD) Waiver provides Service Coordination, Residential Habilitation Personal Care, Community Support Services, Day Habilitation, Respite, Environmental & Vehicle Modifications, Specialty Services, Crisis Response Services, Supported Employment Services, Assistive Technology, Wellness Coaching, to New Hampshire’s eligible participants with a developmental disability. The waiver is comprised of both participant directed and managed services (PDMS) as well as traditional services. NH has a host of service providers that are able to work within either model. Within the PDMS model of service delivery, there are three options, and eligible individuals and or their guardians/families have two authorities, employment authority and budget authority. PDMS services are provided in accordance with He-M 525, and traditional services are provided in accordance with He-M 503, He-M 521, He-M 1001, and He-M 507. View the He-M 500 rule.

The intent of the following services is to assist people to remain living, working and recreating within the community versus receiving institutional care. Home and Community Based Services (HCBS) are intended to provide a comprehensive supports and services system that ensures the health, welfare and safety of individuals. In addition, waiver services are intended to maximize participant’s autonomy by encouraging choices about their life as well as enjoying meaningful relationships and accessing and actively participating in all aspects of community life. The current 2017 DD waiver services includes the following covered services:

  • Assistive Technology Services
  • Community Support Services
  • Crisis Response Services
  • Day Habilitation
  • Environmental &Vehicle Modifications
  • Residential Habilitation/Personal Care
  • Respite
  • Service Coordination
  • Specialty Services
  • Supported Employment
  • Wellness Coaching
