A voluntary program that assists eligible young adults formerly in NH Division for Children, Youth and Families (DCYF) out-of-home placement in their pursuit of education, employment, housing and well being goals. Young adults receiving Aftercare Services are eligible for one or both of two federal funds based on exit status, availability and personal need. Education and Training Voucher (ETV) and Chaffee funds are designed to complement the young adults own efforts to achieve self-sufficiency.

Education and Training Voucher (ETV) funds Adobe Acrobat Reader Symbol can be used for "cost of attendance items" such as tuition and fees, room and board, books and child care expenses. Chaffee can be used for other expenses such as housing when not attending school, medical and car insurance, car expenses etc. To find out if you are eligible for ETV, Chafee or both see below. ETV Eligibility
DCYF Child Protective Services (CPSW)

  • You are between the ages of 18-26 with a previously open DCYF Child Protective Services’ case and you exited DCYF foster, relative, shelter, group or residential care on or after your 18th birthday.
  • You are between the ages of 18-26 and you exited DCYF Child Protective Services’ foster, relative, shelter, group, or residential care for guardianship or adoption after your 16th birthday.

DCYF Juvenile Justice Services (JPPO)

  • You are between the ages of 18-26 with a previously open DCYF Juvenile Justice Services’ case and you exited DCYF foster, relative, shelter, group or residential care or secure detention* on or after your 18th birthday.
  • You are between the ages of 18-26 with a previously open DCYF Juvenile Justice Services’ case and you exited DCYF foster, relative, shelter, group, or residential care or secure detention* on or after your 17th birthday but before your 18th birthday.
  • You are between the ages of 18-26 and you exited DCYF Juvenile Justice’s foster, relative, shelter, group or residential care or secure detention* for guardianship or adoption on or after your 16th birthday.

* If you exited from secure detention you must have also previously resided in DCYF foster, relative, shelter, group, or residential care at some point on or after your 14th birthday.

Chafee Eligibility
If you fall into one of the eligibility categories italicized above and are less than 21 years of age, you are also eligible for Chafee funds.
