917 ASSISTANCE GROUP COMPOSITION (FAM)

Include all of the following individuals in the child care assistance group if they reside in the same dwelling:

all children under 18 years of age, or under age 20 if the individual is a full time student in high school or its equivalent, who have a biological, foster, step, guardianship, or adoptive relationship with each other; and

any adult who has a biological, foster, step, adoptive, caretaker relative, or legal guardian relationship to any child(ren) above.

 

Two adults residing in the same household regardless of marital status who share a common child are counted as one assistance group, along with all other children who have a biological, foster, step, or adoptive relationship with each other and either adult.

Determining Assistance Group Composition
when Two or More Unmarried Adults are Cohabitating:

When all children are common children

• the biological or adoptive relationship to the child links them as a family;

• everyone is included in the assistance group composition; and

• both adults must be in an approved activity.

When some children are common children, and some children are uncommon children

• the common child links them as a family;

• everyone is included in the assistance group composition; and

• both adults must be in an approved activity.

When there are no common children

• Each parent may apply for child care in their own case for their own child(ren), if applicable.

• Only the parent and their own child(ren) are included in the assistance group composition for that case; that parent must be in an approved activity.

• If only one adult has a child(ren), the other adult is not considered part of the assistance group and does not need to be in an approved activity.

Count the parent in the assistance group when a child is residing with a legal guardian and the parent is also in the household, but does not have legal responsibility of the child. Require the legal guardian, but not the parent, to be in an approved activity.

 

Do not count the grandparent(s) in the assistance group when three generations are residing in the same household and the minor parent has legal responsibility of the child.

 

When parents have joint custody, the parent who applies first and is found eligible receives NH Child Care Scholarship. If the second parent applies, child care is denied for any child(ren) that is receiving NH Child Care Scholarship in another case. A child cannot receive NH Child Care Scholarship in more than one case at any given time.
