At initial eligibility and redetermination, allow NH Child Care Scholarship for parent(s) to actively seek employment or parent(s) experiencing homelessness to actively seek employment and housing in the same week.

 

At initial eligibility and redetermination parents are considered to be actively seeking employment when they are:

registered with the NH Works Job Match System; or

receiving unemployment benefits.

 

Do not deny child care or expedited child care if the parent indicates they are job searching but not yet registered, but has agreed to register, with the New Hampshire Works Job Match System within the application processing timeframe.

Payments to families must not exceed 92 calendar days of NH Child Care Scholarship.

 

The level of service authorized for the individual at the initial eligibility or redetermination will remain the same during the 92 calendar day  period, unless the parent(s) requests a decrease. See

A parent cannot request an increase in service level for job search during the 12-month  eligibility period.

 

During the 12-month eligibility period, allow a 92 day clock for job search for each parent when the following occurs:

Permanent loss of employment;

Cessation of training or educational program; or

NHEP is in sanction or closes.

 

Job search verification is not required during 12-month eligibility for the job search activity. However, verification for job search is required at initial eligibility and at redetermination. The level of service authorized for the activity prior to the 92 calendar day job search will remain the same during the 92 calendar day job search period, unless the parent(s) requests a decrease.

 

If a parent is approved for job search during the last quarter of the 12-month eligibility period, the parent must complete the redetermination process. If a parent completes a redetermination and reports they are still in job search, the 92 calendar day clock will take precedence over the new 12-month eligibility period. The family cap, cost share and service level amount will remain the same.

 

On or before the 92nd day of Job search, if the parent reports and verifies an approved activity, the cost share is recalculated and may change but cannot exceed the family cap amount determined at the most recent 12-month eligibility determination and 12-month eligibility will continue.

  

If at the end of the 92nd day of job search there is no approved activity verified, the child care case will close on the 92nd day even if the 92nd day rolls into the next eligibility period.

 

Job search cannot be authorized back-to-back. A parent must engage in an approved activity or 6 months must pass before a new job search can be authorized as a new activity.

 

If both parents are engaged in a job search, but began job search on different dates, NH Child Care Scholarship will terminate on the date, which is the end of the earlier 92 calendar day job search period, if one or both parents does not re-engage in an approved activity during job search.
