Underpayment — the payment of a level of assistance that is less than the amount that an assistance group is rightfully entitled to receive, or the failure of the Division to issue benefits to an eligible assistance group.

Unearned Income — all contributions, payments, pensions, benefits, loans, awards, etc. which are not received as compensation for work performed. No deductions are allowed unless otherwise instructed.
