In addition to categorical and general requirements, an assistance group must meet financial eligibility requirements to receive assistance. Financial requirements are broken into two components:

. resources, and

. income. See Chapter 500, Income.

An assistance group which meets the income requirements is income-eligible. An assistance group which meets the resource requirements is resource-eligible. The assistance group is considered financially eligible if both income and resource requirements are met. Chapter 600, Standards and Budgets, explains income limits and budgeting procedures for the various programs and coverage groups.
