The Long Term Care (LTC) Insurance resource disregard is a case-specific figure that is subtracted from countable resources when determining resource eligibility for LTC services. The LTC Insurance resource disregard is only used when determining resource eligibility for LTC services. Do not use this disregard in the eligibility process for any other program.
The LTC Insurance resource disregard is available upon an individual's application for LTC services for individuals who purchased certain LTC policies, known as LTC partnership policies. The LTC Insurance resource disregard is equal to the dollar amount an LTC partnership policy paid out for nursing home or home care services up to the last day of the month in which the application for LTC services is filed.
The individual is not required to exhaust all benefits available under the LTC partnership policy prior to the LTC Insurance resource disregard being determined and then applied. However, it is in the applicant's best interest to exhaust all benefits, as the more the partnership policy pays out prior to the end of the month in which the individual applies for LTC services, the more resources the individual qualifies to retain.
Qualified LTC Insurance policies, known as partnership policies, adhere to specific federal and state guidelines developed under the Partnership program. The intent of the Partnership program is to encourage residents to purchase LTC insurance to lessen the burden on Medicaid when individuals become institutionalized.
