RFP-2023-DMS-04-MEDIC: Medical Loss Ratio Audit Services for New Hampshire Medicaid Managed Care Organizations

This Request for Proposals (RFP) is published to solicit proposals from Vendors to conduct audits of New Hampshire’s contracted Medicaid Managed Care Organizations’ (MCOs) reported Medical Loss Ratio (MLR) under federal guidance.
The Department of Health & Human Services (DHHS) is seeking one (1) Vendor to provide the following services, in consultation with the Department:

• Annual audits of MLR of the Department’s contracted MCOs;
• Technical assistance to the Department in the application of federal MLR regulations for MCO contracts and reporting requirements;
• Technical assistance to Department staff in the creation of reports, presentations, and other documents for state or federal policymakers on topics related to MLR audits, including impacts of any proposed changes in federal requirements; and
• Education and training as needed on federal MLR policy and national comparisons to other states and the impact to New Hampshire as requested.
