The Child Development & Head Start Collaboration partners with families/caregivers to ensure all NH children have access to high quality early childhood and out-of-school-time programs that foster their healthy growth and development.
NH Connections Information System (NHCIS)
NHCIS is a modular online system used by the Department and its contractor, families, and child care providers. The system maintains child care resource and referral information that enables families to complete informed searches of child care across the state for children from birth up to age thirteen. The child care provider community uses the NHCIS to:
- Access training and professional development resources for child care employees.
- Track program quality recognition and improvement.
- Manage comprehensive background record checks for employee eligibility.
The NHCIS Guide is for community users including: early child educators and OST professionals that explains how to use the NH Connections Information System (NHCIS) effectively, covering system navigation, user roles, and key features including program profiles credentialing, GSQ, professional development and licensing and background checks.
Child Care Search
Choosing child care is one of the most important decisions a family can make. NH Child Care Search is a free service that helps you find child care to best meet your needs. Search for providers to learn more about their quality rating, licensing history, and services they offer. Child Care & Development Fund
The Bureau of Child Development and Head Start Collaboration administers federal funds & state general funds for child care. The federal Child Care and Development Fund (CCDF), along with the required state match, provide funding for the NH Child Care Scholarship Program (NH CCSP), Mental Health/Substance Misuse, and for many quality initiatives.

NH Child Care Scholarship Program (CCSP)
The NH CCSP provides funds for eligible families pay for child care by providing direct payments to qualified early childhood and out-of-school time providers for children up to age 13 years (through 17 years for children with disabilities).
- Is My Family Eligible?
In order to be eligible, children may be under 13 years old (or under 18 years old if they have a disability).
Parents must be working, looking for work, or in a training program, and the family’s household income must meet current requirements.
Eligibility is redetermined every 12 months and families must reapply annually. See the latest Child Care Scholarship Income Eligibility Levels (Effective July 1, 2025).

NH Early Childhood and AfterSchool Credentialing
The Bureau administers the voluntary Early Childhood & Afterschool Professional Development Systems through which credentials are awarded to child care professionals who meet or exceed the criteria set in the child care licensing regulations. -
Child Care Aware of New Hampshire provide training and professional development opportunities to assist providers in enhancing and increasing their competencies. CCA provides Technical Assistance, Coaching and Consultation Services along with Collaborative Meetings, Cohorts and Communities of Practice.
