Public notice on the application by the Department of Health and Human Services for federal funds to plan for and provide services to infants and toddlers with disabilities ages birth through two years as provided for under Part C of the Individuals with Disabilities Education Act (IDEA, reauthorized 2004), is provided during the period: March 21, 2025 to May 21, 2025. FFY22 Annual Performance Report

FFY22 Annual Performance Report

New Hampshire’s Part C, Family Centered Early Supports and Services (FCESS) State Performance Plan (SPP)/Annual Performance Report (APR) and OSEPs determination letter is available for review.  The 2024 SPP/APR and State Determination Letters PART C – New Hampshire was issued on June 18, 2024. The FFY22 SPP/APR describes how the department made determinations for Grant Year 2022-2023. Also available is OSEP’s response to the NH’s SPP/APR 2024 submission.

Annual Program Compliance & Related Requirements Monitoring

The Monitoring Process ensures compliance with federal and state mandates. Compliance expectations are set by the Office of Special Education (OSEP) at 100% for Indicators 1 (Timely Services), 7 (45 Day timeline), and 8 a, b, & c (Transition) as reported in the State Performance Plan/Annual Performance Report (SPP/APR). All Family Centered Early Supports and Services (FCESS) programs are monitored annually for each Indicator via a desk audit. FCESS programs are divided into three cohorts outline below for tri-annual Related Requirements onsite visits. Related Requirements which include evaluation & IFSP development (including Six Month Review), service coordination, frequency of services, and procedural safeguards are reviewed.

Financial monitoring occurs monthly with review of invoices and backup documentation that are submitted monthly for reimbursement. This ensures compliance with federal and state funding rules, appropriate use of funds, and to ensure effort is made to utilize private and public insurance.
