SUBJECT: |
Change In Calculating the Advance Notice Period (ANP) |
EFFECTIVE DATE: |
February 1, 2003 |
SUMMARY
This SR releases a change in calculating the 10-day advance notice period (ANP); ANP policy remains unchanged.
DFA has customarily added one day onto the standard ANP of 10 days to incorporate processing. The addition of this one-day has subsequently resulted in an 11-day ANP. Effective with the release of this SR, the additional day will no longer be added to the ANP during processing.
The following chart summarizes the changes:
Example |
Former ANP Procedures |
New ANP Procedures |
On January 21, the Family Services Specialist (FSS) adds income to an individual’s case which causes the individual’s food stamp benefits to end. |
In calculating the individual’s food stamp benefit end-date, DFA used 11 days for the ANP beginning with January 21. Results: The individual’s last day of food stamp eligibility was February 1; therefore the individual would receive food stamp benefits for the full month of January and the full month of February. |
In calculating the individual’s food stamp benefit end-date, DFA will now use, per policy, 10 days for the ANP beginning with January 21. Results: The individual’s last day of food stamp eligibility is now January 31; therefore the individual receives food stamp benefits for the full month of January only. |
PROCEDURES
Effective February 1, 2003, an additional day will no longer be added to the ANP during processing; DFA will allow 10 days for the ANP, in accordance with current policy.
POLICY MANUAL REVISIONS
Although there were no changes made to ANP policy, some minor technical corrections were made to AAM pages to align the presentation of ANP policy in the AAM with the presentation of ANP policy in the FAM and FSM. The specific changes were as follows:
· In AAM 135, ADVANCE NOTICE PERIOD, the word "mailed" was replaced with "generated" in the second sentence.
· In AAM Glossary, A-words, the definition for ANP was removed entirely as it is defined for readers in AAM 135 and is not provided as a defined term in the Glossaries of the FAM and FSM.
