SUMMARY
This SR releases a reduction in the Protected Income Level (PIL) for an assistance group size of 1. The PIL is used to determine eligibility for medically needy medical assistance. This change brings New Hampshire into compliance with Section 1903(f)(1)(A)-(C) of the Social Security Act.

POLICY
Effective June 13, 2005 the Protected Income Level for an assistance group size of 1 is $591. The PIL for all other group sizes remains unchanged.
Medically Needy Cases that Become In and Out
Six assistance groups with net income over $591 will close for medically needy medical assistance due to this change. These individuals will become eligible for In and Out medical assistance.
In and Out Medical Assistance Cases
In and Out Medical Assistance cases for an assistance group size of 1 will see a $2 a month increase in their spenddown due to this change. Individuals who are currently open for In and Out Medicaid will have their spenddown adjusted at their next certification period.
Three-Month Retroactive Medical Assistance Cases
New HEIGHTS will automatically use the previous PIL amount for Three-Month Retroactive Medical Assistance eligibility determinations.
NEW HEIGHTS CHANGES
New HEIGHTS updated the PIL reference table for an assistance group size of 1 the evening of June 10, 2005. New policy is effective June 13, 2005.

IMPLEMENTATION
Policy changes identified in this SR is effective June 13, 2005.
CLIENT NOTIFICATION
A one-time client mailing to individuals who will lose medical coverage due to this change was generated June 10, 2005. The client letter is attached for reference and the impacted District Offices have been notified.
TRAINING
No special training is needed or planned.
DISPOSITION
This SR may be destroyed or deleted after its contents have been noted and the revised manual topics released by this SR have been posted to the On-line manuals.
DISTRIBUTION
This SR will be distributed according to the electronic distribution list for Division of Family Assistance policy releases. This SR, and revised On-Line Manuals, will be available for agency staff in the On-Line Manual Library, and for public access on the Internet at http://www.dhhs.nh.gov/DHHS/DFA/LIBRARY, effective June 27, 2005.
This SR, and printed pages with posting instructions, will be distributed under separate cover to all hard copy holders of the Family Assistance and the Adult Assistance manuals.
