SUMMARY
This SR releases expungement policy for SNAP, Cash and NSWF benefits remaining on an Electronic Benefit Transfer (EBT) account when all members of a household are confirmed deceased.
BACKGROUND
The Agricultural Act of 2018 requires SNAP benefits to expunge when all members of a SNAP
household are deceased, with the final rule, 7 CFR 274.2(i)(4), released on August 24, 2020. A process has been developed to manually remove benefits from a deceased household’s EBT account via ebtEDGE.
Cash and NSWF benefits will be expunged pursuant to He-W 699.04 using the same method as SNAP benefits.
POLICY
When a death match has verified that all members of the household are deceased, the case must be closed and all remaining SNAP, Cash and NSWF balances in the household's EBT account must be expunged.
The expungement of SNAP, Cash and NSWF benefits will be a manual process completed by the EBT Administrator. After it is verified that all household members in a case are deceased and the case has been closed, the FSS will email the EBT Program Specialist IV and courtesy copy (cc) the EBT Administrator to begin the expungement process.
