Clarification of Grant Determination for FANF (Financial Assistance to Needy Families) and State Supplemental Programs (SSP) Financial Assistance

SUMMARY

 

This Supervisory Release (SR) releases clarification of the grant determination process for Financial Assistance to Needy Families (FANF) and the State Supplemental Programs (SSP)

 

Manual pages will be updated as well as adding a new manual page to assist with the clarification of the policy.

 

Family Assistance Manual (FAM), Part 613 ROUNDING PROCEDURES will be re-titled to GRANT DETERMINATION. Information will be added to this manual page to explain the minimum monthly amount a FANF grant must be in order to be issued. For clarification, examples will be added to this manual page for the rounding procedure and the minimum grant issuance.

 

Adult Assistance Manual (AAM), Part 617 GRANT DETERMINATION, will be updated to provide additional information to clarify rounding procedures and the minimum monthly grant that may be issued; examples will be added in this part as well. Sections 617.03 SSP One-Third Grant Reduction Principles and 617.05 SSP One-Third Grant Reduction Verification Requirements will be updated to clarify under what circumstances an SSP grant is reduced and what verifications are acceptable for those individuals.

 

A new manual page will be added to the Adult Assistance Manual (AAM), Part 214 INDEPENDENT LIVING ARRANGEMENT. This new part will define this type of living arrangement for those individuals applying for or receiving an adult category of financial assistance and details acceptable verification of an independent living arrangement.

 

 

POLICY

 

No policy has been changed, only clarification added to the manual pages.

 

NEW HEIGHTS & NH EASY SYSTEMS PROCEDURES AND IMPLEMENTATION

 

There are no changes to the New HEIGHTS system or NH Easy.
