SUMMARY

 

This SR eliminates emergency assistance payments for temporary and transitional housing and obsoletes Test Form 765b, Application for Emergency Assistance for Temporary Housing. SR 95-54, Emergency Assistance Expansion..., has been obsoleted. These changes are effective July, 1, 1997. The Key Word Index and Chapters 600 and 700 have been revised accordingly. An unrelated change has also been made to Section 713.11, Recovering Overpayments/Overissusances due to IPV: Collections. This Section now contains a cross reference to Part 621, Recoupment/Repayment of Assistance.

 

Although emergency assistance payments for temporary and transitional housing have been eliminated as a service through the Division of Transitional Assistance, homeless shelters throughout the state will still continue to provide this service through alternative funding.

 

This SR also removes the definition of temporary and transitional housing from the Glossary and makes technical corrections to the Glossary. These corrections include changing the headers and footers to reference TANF and the Division of Transitional Assistance, respectively. "AFDC" has been replaced with "TANF" throughout the text, and the term "child day care" is now referred to as "child care." Also, "FNS" (Food and Nutrition Service) is now referred to as "FCS" (Food and Consumer Service). Terms in the Glossary that are no longer relevant to the Division have been removed, such as "standard of assistance," which relates to foster care.

 

POLICY

 

Emergency assistance payments for temporary and transitional housing have been eliminated effective July 1, 1997. Test Form 765b, Application for Emergency Assistance for Temporary Housing, has been obsoleted as a result. Because this form was never posted to the Forms Manual, it is not referenced in the posting instructions in this SR. Note that a certificate of destruction is included in this SR since existing supplies must be recycled or destroyed on July 1, 1997.

 

IMPLEMENTATION

 

The policy changes in this SR are effective July 1, 1997. For cases in which TANF eligibility requirements are met, District Offices must approve emergency assistance requests for transitional housing made after July 1, 1997 when the services were provided on or before 6/30/97.

 

CLIENT NOTIFICATION

 

No client notification is planned since transitional and temporary housing payments are still available through homeless shelters throughout the state. The Division for Behavioral Health (DBH) has notified all DBH shelters of the policy change.

 

TRAINING

 

No training is planned.
